From the high quality private Corgi collection we are handling, this is a very scarce original freestanding promotional piece for Corgi 428 Mister Softee Ice Cream Van. Horror of horrors – you were encouraged to tear a box end from your Corgi 428 box and present it to the ice cream vendor for an ice cream!
The stand is unused:

although there is a little light creasing. No wear at corners etc,. and the colours are still vibrant and clean.

Original promotional items always add extra interest and value to a collection. A very rare item.
